New Rules and Regulations from the BIPHA AGM
Rule 24(a)
For a “minor penalty”, any player, other than
the netminder, shall be ruled off the floor for two minutes,
this time will be spent on the penalty bench during which
time no substitute shall be permitted. The player may return
to play immediately on expiration of the penalty.
For the 3rd penalty in the same game to the same player, including
the netminder, the player shall receive an additional 10 minute
misconduct penalty.
Rule
50(h)
During the final match that a team plays in any BIPHA NEC
organised event the instigator of a closed fist punch that
leads to a fight on the rink will result in the instigator
being assigned a match penalty should this fight require the
insertion of referees between the affected players in order
to stop it.
Under the foregoing conditions, the attacked player from the
other team will also get a match penalty if he persists in
retaliating after attempts for restraint or a warning by the
referee. It is unrealistic to think that a person, who has
been punched, will not attempt to retaliate in self-defence.
This is noted in Rule 50(b) of the BIPHA playing rules.
If the instigating player acts in retaliation for a foul that
preceded the fight, it is the responsibility of the referees
to promptly punish this occurrence, be it major or minor penalties,
but otherwise does not excuse instigating a fist fight.
Note: if rule 50(h) has been imposed no National Final Championship,
Superleague or personal award medal / trophy will be awarded
to the team member that received the match penalty regardless
of how the team finishes in the competition. Organisers of
the BIPHA NEC events are restricted under these circumstances
to assign medals only to those players who remain in good
standing and are present at the awards presentation. To prevent
later distribution, all surplus medals will be collected and
retained by the organisers. If a brawl had produced this situation
(more than one simultaneous fight), the team coach and team
manager will also be denied medals, should the team achieve
a placement, they should also be held culpable.
The above will result in a change to rule 27 (c) note 1 and
Code of Conduct – Players 1, note 1 to the following.
Note: a match penalty during a national tournament is immediate
removal from the tournament plus an automatic additional 3
match ban in the league / home region at that age group (plays
no other age group until the ban has been served and this
caries over into the following season), plus compulsory disciplinary
where further game bans of between 4 games and 12 months may
be imposed (expulsion in the case of physical assault of an
official). In the event of Rule 50 (h) being imposed the disciplinary
panel reserve the right to suspend the player from BIPHA NEC
organised events for a period of one year.
Rule 18 (b)
All players must wear HECC/CSA approved helmets and with the
chin strap properly fastened.
Full face protection is mandatory for all players who, by
virtue of date of birth, play in the U18 or below age groups.
Al players who play in the U21 age group must wear a half
visor or full face cage dependent upon their age. The senior
age group may wear full face protection, half visor or dispense
with face protection entirely (except the netminder).
Players who play up into the U21 / Senior age groups who are,
by birth date, in the U21 / U18 and below age groups must
abide by the U21 / U18 protective equipment regulations.
Rule
67 (e)
In the event of a team forfeiting a game the non-forfeiting
team will be awarded a 5-0 win and 2 points.
Rule 9(b)
Minimum team size
U6 – U12 age groups = min. team size 6 players + 1 netminder
U14 age group = min. team size 5 players + 1 netminder
U16 – Senior age groups = min. team size 4 + netminder
